They have built a network over 2-3 generations, which is very strong and effective. Overall, China has been implementing a strong plan to train human resources abroad for national development, and they have succeeded.
“If we have people, dreams, a plan, and a community with a national spirit, and seize the opportunities at hand… we can achieve it. Currently, we have nearly 1.8 million Vietnamese or people of Vietnamese descent living in the United States, of which nearly 400,000 have a university degree or higher, not to mention those in other countries—a great resource to connect and develop. But the connection must come from both sides, and the youth are the best resource to accomplish that,” Mr. Canh emphasized.
Mr. Canh also mentioned that more than 15 years ago, he and some friends teaching at universities started a personal scholarship program, providing doctoral training in science and technology for Vietnamese students. Later, the VEF (Vietnam Education Foundation) program was established, sharing the same goal.
In reality, if we have clear standards and a development plan for human resources in one or several fields, especially in technical studies, organizing and arranging finances for a large-scale scholarship program at the association or government level, with the collaboration and support of many major universities in the United States, is entirely feasible.
“We can send hundreds of thousands of students to study for a PhD in the U.S. every year if we are determined.” The important thing is to invest in education with what goal? What will the development plan be like? Once there is a clear answer regarding the utilization of the output, working backward from that point is not difficult.
Movements have their role and may serve as an initial catalyst, but they must quickly evolve into a stable, sustainable, and long-term objective for all sectors of society. Mr. Tran Duc Canh also mentioned that the country cannot continue to develop with a “movement” mindset, an “opportunistic” approach.
“There is much to discuss regarding ‘Youth Aspirations and Related Issues,’ but the important thing is that the youth must live with a purpose, turn that purpose into an actionable plan with clear, timely execution. There is no such thing as cutting corners or assembling things on the go… to build something solid and long-lasting.
The biggest fortune for the country right now is that the ‘aspiration’ of the youth is still very strong, but if we do not tap into this aspiration to help the country, it will be another enormous missed opportunity,” Mr. Tran Duc Canh emphasized.
