Most American students are self-disciplined; if they can’t do the exam, they submit a blank paper and don’t cheat.

This stems from the understanding and motivation that one must study seriously; otherwise, upon graduation, they won’t have the ability to find a good job, despite having invested a lot of money and time in their education.
In a competitive environment, high productivity and efficiency are always required in every position, and those with poor abilities cannot last long, no matter the form. Americans are very pragmatic; they do not easily invest effort, money, and time into something they consider illusory.

According to Mr. Tran Duc Canh, “educational reform, specifically exam reform, and overall educational reform are related to how the output is utilized. If the output system is used fairly and effectively, then negative aspects in learning, exams, and degrees will be greatly reduced.” Mr. Tran Duc Canh mentioned this in an interview with TS regarding the proposed reforms in high school graduation exams and university admissions. Mr. Canh has 16 years of experience in managing and developing policies for Human Resource Training and Development Programs in the State of Massachusetts, and over 10 years of experience advising Harvard University on undergraduate admissions.
This is the root cause of everything. If we effectively open up the use of output, it will have a reverse effect on the education system, leading to more serious learning and testing. It is precisely the way we use output that will address the core issue of training and utilizing human resources to develop the country.
“Vietnam is currently stuck at the input and the middle stages. If we do not transparently and effectively address the output, the problems with exams, learning, and degrees will not escape this vicious cycle,” Mr. Canh stated.
