Canada Halts Visa Issuance

According to the guidelines issued by the Minister of Citizenship and Immigration Canada on October 1, 2020, the Visa Application Center (VAC) temporarily suspended accepting paper applications for short-term visas. On February 1, 2021, the Minister issued new guidelines extending this regulation until September 30, 2021, with some exceptions.

People traveling by air, regardless of nationality, face new public health measures and costs when returning to Canada. The Government of Canada has implemented these measures to prevent the further introduction and spread of COVID-19 and its new variants in Canada.

New Requirements for Traveling to Canada

As of February 21, 2021, at 11:59 PM, you must meet new testing and quarantine requirements when arriving in Canada. Use the checklist that applies to you:

The Government of Canada has issued an Emergency Order under the Quarantine Act. It applies to all travelers to Canada. Its purpose is to slow the spread of COVID-19 and its variants in Canada.

Upon entering Canada, you must:

  • Quarantine for 14 days if you are asymptomatic.
  • Isolate for 14 days if you have symptoms of COVID-19 or if you know you have COVID-19.
  • Comply with the mandatory quarantine or isolation requirements – failure to comply may result in fines, penalties, or imprisonment.

Asymptomatic: Mandatory Quarantine

Federal quarantine applies to travelers entering Canada. If you are permitted to enter Canada and are asymptomatic, you must quarantine for at least 14 days.

Air travelers – this includes a mandatory 3-night pre-booked stay at a government-authorized hotel at your own expense.

Land travelers – may proceed directly to your suitable quarantine location.

You are not exempt from quarantine, even if you have:

  • Tested negative for COVID-19
  • Been vaccinated for COVID-19
  • Recovered from COVID-19

At the end of your quarantine, you will be required to take another COVID-19 test. You must remain at your quarantine location until you receive a negative test result.

If you develop symptoms during quarantine, come into contact with another symptomatic traveler, or test positive for COVID-19, you must begin an additional 14-day isolation period.

Your Quarantine Plan

As a traveler, you must demonstrate that you have a suitable quarantine plan. You must plan, to the best of your ability, before traveling to Canada. Foreign nationals without an adequate plan may be denied entry into Canada. Those arriving in Canada without a suitable place to quarantine will be directed to a federally designated quarantine facility for the full 14-day period.

If arriving in Canada as your final destination, all travelers must use ArriveCAN to submit their plan.

NOTE:

PLEASE NOTE THAT AS OF JULY 1, 2020, THE MINISTRY OF CITIZENSHIP AND IMMIGRATION CANADA HAS RESUMED THE PROCESSING OF SHORT-TERM VISA APPLICATIONS (TOURIST VISAS). ALTHOUGH PROCESSING HAS RESUMED, TRAVEL RESTRICTIONS AND ENTRY INTO CANADA REMAIN IN EFFECT.
